Allison Gilmour

Dr. Gilmour is a principal researcher at AIR. Her research focuses on improving access to effective instruction for students with disabilities by studying special educator labor markets and teaching quality. Dr. Gilmour has methodological expertise in quantitative methods, often using data from state longitudinal data systems or nationally representative surveys. She received the Society for Research on Educational Effectiveness Early Career Award in 2024.  

Before joining AIR, Dr. Gilmour was an assistant professor of special education and a high school special education teacher. She has a bachelor’s degree in special education from Pennsylvania State University, a master’s in education policy and management from Harvard Graduate School of Education, and a doctoral degree in special education from Vanderbilt University.
