Helen "Rosie" Miesner

Dr. Helen "Rosie" Miesner is a research assistant professor in Public Policy at the University of North Carolina Chapel Hill. Dr. Miesner applies a sociocultural lens to analyze how federal, state, and district education policies play out in practice. Her current projects examine teacher working conditions, special education practices, and state policies in K-12 schools. She previously taught elementary general education in New York and elementary special education in Wisconsin. Dr. Miesner holds a PhD in Educational Policy from the University of Wisconsin Madison and an MS in Early Childhood General and Special Education from Bank Street College of Education.
