Promises and Limitations of Financial Incentives to Address Special Education Staffing Challenges

Special education staffing challenges include problems related to the supply, recruitment, distribution, and retention of special educators. Recent evidence from Hawai’i suggests that financial incentives reduced special education teacher shortages but did not improve special educator retention. A multifaceted strategy, including a focus on working conditions, is necessary for addressing long-standing special education teacher shortages.
