Still Puzzling: Over a Century of Shortages and Unmet Demand
Researchers and other advocates in special education have labored for over 100 years at solving the puzzle of chronic shortages. This chapter uses a multilevel framework to organize the pieces researchers have investigated, suggesting such a fragmented approach overlooks the complexity of the challenge. Rather, the chapter argues for a comprehensive and collaborative approach that begins with the policies needed to support a more comprehensive data system to track shortages at all points of the pipeline. Such an approach includes quality training and support and ends with favorable incentives and working conditions that encourage SET workforce stability.
